The vote will only decide whether to restart EU accession negotiations, rather than directly approve full EU membership. Should voters back the proposal, the government will reopen formal talks with Brussels; a second nationwide plebiscite will then be held once negotiations wrap up to finalise whether Iceland formally joins the bloc. The ruling coalition argues EU membership would strengthen national security, stabilise domestic economy, and ease long-standing currency volatility and inflation pressures through euro adoption.

EU accession remains highly controversial within Iceland. Opponents warn membership would erode national sovereignty, with profound impacts on fisheries resource governance, agricultural policy and independent monetary authority. Fisheries stand as Iceland’s economic backbone, and disputes over fishing rights have consistently formed the core sticking point in every national debate over joining the EU.
Historic Impasse Over Fisheries Derailed Earlier Negotiations
 
Iceland originally filed its EU membership application in 2009 and launched formal negotiations in 2010, only to suspend the process in 2013 before fully withdrawing its bid in 2015. The primary deadlock stemmed from irreconcilable differences over the EU’s Common Fisheries Policy, which would force Iceland to cede partial control over its exclusive maritime fishing zones and share catch quotas with other EU member states. This unresolved friction continues to dominate public scepticism toward EU integration today.
